The Keeper's Binder — Landis Edition is the 14-document master collation behind this campaign: governance, the ledgers, the NPC compendium, the sealed research-road packages (Genii, Hoffan, Brotherhood), systems & production, the minutes pipeline, and the running response list. It's reference material for running the table, not a story to read cover to cover — and it lives in the Archive, tagged and gated the same way Era VI's Keeper's Booklet always has been.
The player shelves live at unlisted addresses; no player page links here, and the commons links to no shelf. Each councilor reaches his own shelf by the letter that delivered it. This table is the keeper’s master index.
