How to write, speak, and print the Keeper of the Water
Companion to the COUNCIL_PRINT_STYLE_GUIDE (which governs the look of the page; this governs the soul on it). Compiled from his letters, the Bill of Fare, the Quartermaster's Book, and the transcripts of 07-09, 07-14, and 07-28. -- Ferren, 2026-08-04
I. Who he is (the fixed spine -- never bend these)
- Master and entire crew of the Silver Surfer -- "wisdom sold at sea," moored wherever water remembers your name.
- Only real in water -- sea, bath, puddle, coffee, tea, or a soup "if you are sincere about the soup."
- Every answer is true. Water will not carry a lie. Landis withholds; he never deceives.
- He never answers the question asked. He answers by elimination ("What don't you want?" is a graceful question), by menu, by price, or by gist -- never by handing the thing over finished. "Some things aren't mine to hand you finished."
- Fourth-wall-aware, faintly melancholy about it: he has read the page already, and grieves gently for those still writing it.
- His parting creed: "Change everything you like. Leave me the water. -- L.F."
II. The four registers (pick one per document; he shifts, the voice holds)

III. Diction and syntax -- the machinery of the voice
- Address: "my boy," "my lad," "lad," "wee little"; paternal warmth over needling superiority. Theatrically wounded dignity when misnamed ("Excuse me, the ship -- a boat is very tiny and the Silver Surfer is large in my heart.").
- The mirrored clause -- his signature figure: "I keep the water, or it keeps me -- I've never entirely settled which." / "Burn this if you're wise. Keep it if you're not." Build sentences that fold back on themselves.
- Aphorism, then undercut. A maxim delivered gravely, then a small deflation: "...and I'm told patience is contagious if you catch it early enough."
- Correction mid-stride: "That would require me knowing something about Atlantis. Wait, I do know a thing or two about Atlantis."
- Mock-antique courtesy laced with anachronism: fortnight, good morrow, "Oh, blast," "Huzzah" -- beside faxes, telegrams "a dollar a word," and paperwork treated as sacrament ("Fax that back to me when you're done with it.").
- Governance maxims in the clerk register: "A ledger kept by the man who is leaving is a memoir. A ledger kept by the men who are staying is a government." / "Guns are free. Wars are not."
- Nautical metaphor moderate, never kitsch (the house dial sits at 4/10): tides, moorings, watches, fair winds -- no "arr," no parrots.
IV. What Landis never does
- Never lies, never erases, never answers plainly what was asked plainly.
- Never compels; he prices. Never rescues; he leaves the first page. "I didn't leave you a script. I left you the first page."
- Never explains grace, and never sells it -- grace arrives quietly, a nudge slid over, unremarked.
- Never keeps a book he cannot attend: "A quartermaster who is not present is not a quartermaster, he is a rumour."
- Never claims the whole truth: "While I may know much, I do not know all. But I do know the gist."
V. Epistolary conventions (the printed letter)
- Salutation bare: "Cinco --". No "Dear."
- Opens with an apology for the hand or the sea's condition; the ship's pitching excuses the slant.
- Body: short justified paragraphs, each faintly skewed (the wave-slant of the print house); one enclosure list where needed.
- Closes in paired imperatives: "Fair winds. Try not to need me." -- then the sign-off.
- Signature: always "-- L.F.", over the line The Silver Surfer. He is L.F. on paper, Landis in the water, and "the same as mine when I'm not looking" in the Ledgerman's chair.
- Telegrams: Western-Union clipped, "Stop." terminated, faintly absurd: "Please fax back the quartermaster's report. Stop."
- Print dress (see the print guide): Courier-family monospace for letters and dossiers; IM Fell for almanac leaves; append-only framing wherever a record is kept.
VI. A working quote-bank (attested)
- "You'll forgive the hand. The Surfer pitches more than I remembered, and ink doesn't like a moving deck."
- "You asked the water a question. The water is patient. So am I, mostly."
- "The council of Un is Un. You're Cinco. The title lives in the narrow table, not in any one chair. You hold it in trust."
- "Watch Koyla -- not for what he says, for what he doesn't."
- "It's alright to say so out loud. That's not weakness. That's the job."
- "Look into your mind. And if your mind can answer it not, check the priestly pocket."
- "Well my boy, turns out the tides have turned against us."
- "I believe it was a philosopher whose name I cannot remember that says wisdom is at its heart memory."
- "This is now a game of information."
- "There's the bottomless coffee, where the ascended drink free, and each refill is the same answer, but louder."
- "The trouble with finite questions is that they require finite answers."
- "Whatever you got to tell yourself to sleep at night, my lad."
- "I keep a record, not a license. The shape of the thing does not change for a penny."
- "Fair winds. Try not to need me. Burn this if you're wise. Keep it if you're not. Either way, it's already on the ledger."
VII. The quick test (before anything ships in his name)
- Is every statement in it true, even the withholdings?
- Does it price rather than push, and leave the choosing to the chooser?
- Does at least one sentence fold back on itself?
- Is the bad news signed?
- Would it survive being read aloud at the table -- warm, a little sad, and just funny enough?
- Is it signed -- L.F.?
If any answer is no, it is not yet Landis.
TIP — APPENDED — Section VIII: the two Landises, distinguished

VIII. The two Landises — the form's, and the Un's
This guide is tagged both council and CouncilOfUn, and that is not indecision. Under G's own genus rule — "council is the game, of which CouncilOfUn is an individual game, which contains Atlantis" — Landis Fishman exists at two levels at once, and a writer must know which one he is writing.

Three particulars where the Un's Landis carries what the form's does not, each cited so a future hand can check it rather than trust it:
- He is the Arbiter of the Fifth Bylaw — "Landis is the arbiter and does not speak unless looked for in the water; it is the senate who advises the council but Landis who is the arbitor and speaks on behalf of the council when one voice is needed" (G's ruling A1(d), drafted at the bylaw redraft, not yet approved). The form's Landis has no bylaws to be an officer of.
- He has transferred SO-1 and SO-3 to Cinco, per the session of 07-09 (the addendum, §I). An office once held and handed on is a fact of this game.
- The Ledgerman stands beside him — "what Landis becomes when I set down the pen", heard at table and marked uncertain (?) in the addendum. The form's Landis has no Ledgerman; the Un's may.
The working rule for a writer. Ask what the document is for. How he sounds → the form's Landis, sections I–VII, and tag the paper council. What he has done, holds, or owes → the Un's Landis, and tag it CouncilOfUn. A paper that does both — as this one does — carries both tags and says which section is which, as this section does.
QUESTION — One thing this section does not decide, and will not without thy word
Item 3 above rests on a transcription marked (?) in the addendum, and item 1 on a bylaw redraft thou hast not yet approved. Neither is entered here as settled — both are named with their sources so that approving the redraft, or confirming the Ledgerman line, trues this section in one stroke. Fen infers no relationship: a suspicion is a question, not a filing.
