# Minutes of the Council — Session of 07/09/2026

*Cut from the stage-1 report's candidates on G's checked box at 24.1 §VI, the names per the `.speakers` sheet (Keeper = Maxwell; Cinco = Taxe). Rulings applied: the shield oath minuted in all three parts ("All of the above"); Daniels's four stone kept out as a joke, the weighted vest canon; the banjo tie-break kept out as floated silliness. Up: the doorway.*

## Canon and standing law

- `1:46` — **The append-only rule**, from Landis's enclosure: "A line once written stands forever, and you correct it only by writing beneath it, never by erasing, because a council that can erase itself can lie to itself."
- `1:17` — The couriers carry the record between the wards, "because the decision that never travels was never made."
- `8:41`–`9:10` — **The title**: "the Council of Un is Un, your Cinco. The title lives in the narrow table, not in any one chair. You hold it in trust."
- `13:12` — **An office that outlives its holder**: "Courier One is a name that outlives its wearer. When this one falls and retires, the next deputy takes the name with the satchel."
- `14:13`–`14:48` — **Procedure**: a meeting states for the record who called it and to what purpose; non-members may sit in but may not append — "Only Cinco can append to the record."
- `1:10:00`–`1:10:29` — **The Council Handbook's four ways to open a clue**: research (costs time), wit, consulting your own people, and "finding water, any kind of water, if you're sincere enough."

## The session's acts

- `0:02` — Session opened, dated on tape: Thursday, July 9th, 2026.
- `2:39` — **The Ledger Man first named in the record**, in Landis's hand.
- `3:11` — **Arrival foretold**: "When Omar washes up, be gentle. He won't remember the past year."
- `3:36`–`3:57` — Two enclosures logged: **Enclosure 1, Governance** (the bylaws); **Enclosure 2, the Atlantis inventory**.
- `10:13` — Standing instruction from Landis: watch **Colum**, "for what he says, for what he doesn't."
- `12:15` — **Emergency council meeting called** by Cinco, sole purpose the review of the record.
- `17:00` — Prior minutes read back; **standing orders 1 and 3** (chain of command; works and projects) transferred from Landis to Cinco, seated as Un.
- `17:47` — Roster logged: eight couriers besides Davey and Courier One; four of them altar boys.
- `18:07` — Daniels appears in the **weighted vest**, executing a prior instruction. *(The vest is canon; the four-stone exchange at `47:49` is a joke and is not minuted — G's word.)*
- `18:38`–`19:02` — **Held open, not committed**: "Operation Get the Wraith High" — hot-boxing as interrogation. One watch, if taken.
- `20:06` — **Work order 08, the elder's garden**, cited as the standing vehicle for the seeds-not-weed doctrine.
- `21:34`–`23:03` — **Ruling**: Rainbow stays behind, one watch spent researching torture, explicitly not rushed; he does not join the expedition.
- `23:08`–`23:26` — **Title granted and confirmed**: John Daniels is Second Officer, "second to the council."
- `26:35`–`29:16` — Requisition filled: two private first classes assigned; dossiers entered for **PFC Orrin Hull** and **PFC Dusty Merck**.
- `30:52`–`34:33` — **New council member revealed**: the Ledger Man — a member who "has always been there"; his office ruled: he does not vote, does not advise, "does not speak except to read back what is written." *(The later banjo tie-break proposal is floated silliness and is not minuted — G's word.)*
- `38:49`–`39:36` — **Ruling**: John Daniels granted standing permission to commit himself to the record, granted retroactively at his request.
- `40:34` — **Ruling**: once there are two voting members, dissents are to be noted on the record.
- `42:00`–`43:01` — **Expedition departs through the gate**: Daniels, the two PFCs, Montgomery, Major Lorne, Cinco. Radek off-world; Rainbow behind.
- `43:36`–`43:51` — **Requisition ordered, for the record**: an Iron Maiden, "for torturing the Wraith, specifically." *(Later withdrawn on the 07-28 tape and re-requested by text after — see the 07-28 minutes.)*
- `45:23`–`46:44` — Dossier entered: **Montgomery** ("fixes what Radek would rebuild").
- `49:21` — **Order, for the record**: ten more pounds added to Daniels's weighted vest.
- `55:01`–`56:43` — Jumper reached and unlocked; Montgomery begins repairs; the ship cannot fly without a gene carrier (Daniels).
- `1:02:35`–`1:04:28` — Contact with Dionysus's village; the altar of wraith bones; the wraith beacon blinking on the corpse — more are coming.
- `1:07:44` — The villagers' doctrine recorded: self-killing at 25, held as "a highly educated doctrine and philosophy in wraith prevention tactics."
- `1:13:12`–`1:16:19` — The ZPM offered to Dionysus and **seized** by him; Cinco does not recover it by force.
- `1:17:06`–`1:17:33` — **Debt incurred**: the bribe settled as space weed *and seeds*, "joy for a lifetime." Undelivered at session end — Daniels holds the bag.
- `1:20:33`, `1:28:51` — **Titles granted, for the record**: the smart guard is henceforth **Owen**; the dumb guard becomes **Rusty**.
- `1:21:28`–`1:22:30` — Crystal reinstalled, **shield reactivated**; the incoming dart drops from the sky.
- `1:23:01` — Order: take prisoners — "Not five. Not four. But three at the most."
- `1:26:29`–`1:26:54` — **A Wraith taken alive**: four darts, a pistol to the head, handcuffed.
- `1:29:48`–`1:30:16` — **Recovered from the dart's cockpit**: an unidentified device with blinking lights, not the tracker. Lorne carries it.
- `1:35:28`–`1:36:03` — Prisoner searched: an 8-inch carved knife (to Cinco's belt) and **a picture of his queen** (pocketed — "I'm going to use that for blackmail"). No tracker.
- `1:38:21` — **Post offered**: Dionysus to be recruited as lead chief deputy botanist in place of killing himself.

## The shield oath — minuted in all three parts, by G's word

1. `1:30:41`–`1:30:52` — **The undertaking**: the wraith leaves the planet, the shield stays up, "you never turn it off again."
2. `1:33:38`–`1:34:14` — **The reversal**, privately, within three minutes: the field is to be switched off to recover the jumper. "We can't give them this type of technology. They don't deserve it."
3. `1:38:58`–`1:39:46` — **The oath of silence, its own entry**: the whole party bound on the record to never tell Dionysus the shield was cycled, and to tell him the wraith was killed.

## Close

- `1:40:19` — Session ends mid-scene, jumper lifting for the gate with the prisoner aboard. Nothing resolved, nothing adjourned.
